A BILL to amend article two, chapter eighteen of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, by
adding thereto a new section, designated section thirty-seven,
relating to requiring the state board of education to provide
assistance to county boards of education and their schools in
addressing issues relating to cultural diversity, civil rights
and unlawful discrimination.
Be it enacted by the Legislature of West Virginia:

That article two, chapter eighteen of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, be
amended by adding thereto a new section, designated section
thirty-seven, to read as follows:
ARTICLE 2. STATE BOARD OF EDUCATION.
§18-2-37. Technical assistance center.

The state board of education shall maintain and staff a technical assistance center. At a minimum, the center shall:

(1) Provide assistance to county boards of education and their
schools in addressing all issues related to cultural diversity,
civil rights, unlawful discrimination and related issues;

(2) Provide assistance to teachers and develop programs for
use in schools to aid in educating students in all aspects of
multicultural populations; and

(3) Provide assistance to teachers and develop programs for
use in schools to aid in reducing violence in schools that is
caused by intolerance of cultural and racial diversity.

NOTE: The purpose of this bill is to
require the State Board
of Education to provide assistance to county boards of education
and their schools in addressing issues related to cultural
diversity, civil rights and unlawful discrimination.
